1 On and off-street parking enforcement 2 Parking penalty charge processing 3 Parking permits, visitor vouchers and other forms of paid for parking 4 Parking dispensations and bay suspensions 5 Income collection and debt recovery 6 Development and implementation of the Council's Controlled Parking Zone works programme 7 Implementation of new, and amendment of existing, disabled parking bays and other minor parking controls.Head of Parking Services 3 months on-going contract, Inside IR35Greenwich, London Job PurposeTo act as a Lead Directorate Manager for Parking Services.To deliver an agreed vision for the continuous improvement of parking services and controls through achievable annual business plans, strategic direction, the effective management and deployment of staff and other resources and optimising the use of technology to improve customer access and customers’ experience of the service more generally.To work in collaboration with partners and other organisationsTo achieve agreed targets, objectives and outcomes within budget and deadlinesTo be accountable for the service and a budget of £9.5mTo be responsible for a team of up to 60 staff, 5 direct staff reports. Summary of main duties and responsibilitiesTo deliver parking and related services in accordance with Royal Borough policies, practices and practices, legal requirements and industry standards. These services may include, but are not restricted to:On and off street parking spaces, related equipment and servicesOn and off-street parking enforcementParking penalty charge processingParking permits, visitor vouchers and other forms of paid for parkingParking dispensations and bay suspensionsIncome collection and debt recoveryDevelopment and implementation of the Council’s Controlled Parking Zone works programmeImplementation of new, and amendment of existing, disabled parking bays and other minor parking controls.To recruit, train, develop, performance manage and lead a large group of staff.To manage staff that are dispersed across different offices and work locations, including staff operating on their own.To build an informed, effective and flexible workforce which is able to meet and respond to changing service needs and challenges. To inspire and motivate staff and partners to achieve, acknowledge achievement, use constructive criticism when warranted, helping to learn from mistakes and providing support to improve performance to achieve objectives.To ensure appropriate work plans, appraisals, supervision and staff development systems are in place. To be responsible for the review, development and co-ordination of training within the post-holders areas of responsibility ensuring high standards of competence.To maximise service capacity through effective and efficient deployment of enforcement staff based on intelligence led targeting, use of systems and available data, technology and partnership working.To be accountable for the service, including aspects of the service provided by others, for example services delivered through Service Centres and the Contract Centres.
