Responsible Business LeadBelfast, County Antrim, United KingdomBT36 4TYCompetitive Salary plus BenefitsPermanent - Full-timeClosing date: 26/02/2026Job reference: HL1488512BelRBLMcLaughlin & Harvey is one of the leading Civil Engineering and Building Contractors operating throughout the UK and Ireland.We are looking to recruit a Responsible Business Lead to deliver our social value commitments across projects in England, ensuring we meet local planning obligations and leave a meaningful, lasting legacy in the communities where we work.Key ResponsibilitiesAs a Responsible Business Lead, you will:Design, implement and monitor social value commitments across English projects, ensuring alignment with the Social Value Model 2020, Public Services (Social Value) Act 2012, and any local planning or S106 obligationsDevelop project specific Social Value Plans tailored to client priorities, local authority requirements and local community needsWork collaboratively with internal teams, clients, supply chain partners and community stakeholders to maximise social, economic and environmental outcomes throughout the project lifecycleCoordinate S106-linked employment and skills requirements, including local labour targets, apprenticeships, work placements and school engagementTrack and report on local procurement activity, SME engagement, VCSE involvement and other economic benefits in line with English reporting expectationsSupport procurement processes that enhance local economic benefit and contribute to wider community wealth building outcomesWork with schools, colleges, universities and training providers to deliver careers talks, site visits, T-Level placements, curriculum support and mentoring initiatives to meet our social value commitmentsBuild and maintain strong relationships with English local authorities, community organisations, residents groups, business networks and charitiesFacilitate volunteering programmes and encourage participation from project teams and the supply chainSupport delivery of Considerate Constructors Scheme (CCS) requirements to achieve high scores and drive best practiceTrack, measure and report social value outcomes using recognised frameworks such as National TOMs, the Social Value Model, and client specific metricsProduce regular reports, dashboards and evidence packs for clients, auditors and internal leadership, ensuring clear demonstration of compliance and impactCapture outcomes and impact for marketing materials, case studies and award submissionsAbout YouWe are looking for someone who has:Experience delivering social value, responsible business or community engagement activities within an English context (e.g., S106, Social Value Model or similar frameworks)Experience using social value measurement tools, including National TOMs, Social Value Portal or equivalent approachesStrong communication, coordination and organisational skillsExcellent stakeholder engagement capability, with confidence working alongside community groups, local authorities, education providers, supply chain partners and clientsProficiency in Microsoft OfficeA passion for community development and inclusionFlexibility to travel between projects within a defined regionA full driving licenceConstruction industry experience (desirable but not essential)What We OfferCompetitive salary33 days annual leaveFlexible and hybrid working optionsGenerous pension contributionsLife assuranceMcLaughlin & Harvey is an equal opportunities employer committed to a workplace free from discrimination and harassment.
