BACKGROUND The International Water Management Institute (IWMI) is a global research-for-development organization working to improve the management of water and contribute to water security. In Central Asia, IWMI engages with national governments, research institutions, local stakeholders and development partners to promote science-based solutions for water, energy, food, and environmental security. The Blue Peace Central Asia (BPCA) initiative is implemented by the International Water Management Institute (IWMI) in partnership with the International Union for Conservation of Nature (IUCN) and the Regional Environmental Centre for Central Asia (CAREC), with financial support from the Swiss Agency for Development and Cooperation (SDC). BPCA aims to strengthen regional cooperation on water resources management, foster hydro-diplomacy, support transboundary tributary cooperation, and build regional capacities through inclusive and sustainable approaches. Effective communication and coordination at the national level, as well as the active engagement of country-level stakeholders in regional activities, are key components for the successful implementation of BPCA.To enhance Blue Peace project coordination and visibility at the national level, IWMI appoints National Focal Points who serve as institutional liaisons, strengthening IWMI’s cooperation with national partners and ensuring alignment between national priorities and IWMI’s regional programs. This position plays a key role in coordinating national stakeholder engagement, overseeing data and information flow, ensuring effective representation of IWMI in national policy dialogues, and contributing to BPCA project coordination.Through these functions, the position ensures coherence between national and regional actions, enhances project impact at the country level, and contributes to the overall success and sustainability of BPCA in Kazakhstan. The consultant supports implementation of IWMI’s ongoing programs, with special focus on BPCA and facilitates communication with national authorities, research communities, local stakeholders and development partners. The position also contributes to identifying synergies and new partnership opportunities to expand IWMI’s engagement in the country. OBJECTIVES AND TASKS 1) Representation at the National Level - Serve as the official IWMI focal point with special focus on the BPCA initiative in Kazakhstan representing IWMI vis-à-vis national ministries, agencies, academic institutions, and expert communities - Participate in key national meetings, forums, and consultations on behalf of IWMI with special focus on the BPCA 2) Communication and Stakeholder Engagement - Maintain regular working contacts with key national stakeholders (Ministry of Water Resources, Ministry of Energy, Ministry of Ecology, research institutes, universities, professional networks, etc.) 3) Support to Events and Activities - Support IWMI’s representation at national events and facilitate participation of national stakeholders in IWMI-led or partner events with special focus on BPCA. 4) Monitoring and Analytical Support - Collect and summarize information on national initiative, programs and priorities that may be aligned with IWMI, with focus on BPCA objectives. 5) Coordination, Project Development and Resource Mobilization - Ensure alignment between national priorities and the regional objectives of IWMI, with special focus on the BPCA - Identify and communicate emerging national priorities, funding opportunities, and partnership interests relevant to IWMI’s mandate and with special focus on BPCA objectives
