Kazakhstan is an Upper-Middle-Income Country (UMIC) and is on track to reach High-Income Country (HIC) status in 2028-2029. One key objective of the Country Office in Kazakhstan is to leverage and mobilize resources from the private sector.

The Private Sector Partnership and Fundraising office Officer (NOB) plays a critical role in translating UNICEF’s global and regional PSFR strategies into a country-specific resource mobilization plan, tailored to Kazakhstan’s financial sector and private economy. The role operates at the intersection of programme, communication, and partnerships, ensuring that UNICEF positions itself as a partner of choice for corporate businesses, philanthropists foundations and individuals in Kazakhstan and interact regularly with them.

The incumbent will work under the direct supervision of the Representative, with technical support from the Regional Partnerships team and PFP division, and in close collaboration with other teams of Kazakhstan CO.

How can you make a difference?

This position will play a central role in establishing and growing UNICEF Kazakhstan’s fundraising capacity, with a strong focus on developing sustainable income streams from individual, corporates and private sector partners. The position requires a balance of strategic thinking, innovation, and hands-on execution to adapt global fundraising models to the Kazakhstan context. The Officer will ensure that UNICEF’s brand, values, and results for children are effectively translated into fundraising opportunities that inspire trust and engagement from donors.

1) Develop the overall private sector partnership and fundraising strategy and workplan with annual targets in consultation with the supervisor.

To ensure targets are met according to the agreed workplan, the role is expected to:
• Develop and implement a strategy to maintain and create partnerships with the private sector that is tailored to Kazakhstan’s economic and social landscape that will maximize long-term income and offer wider benefits to UNICEF to build public engagement in support of programme objectives.
• Plan, organize and execute private sector fundraising events/campaigns/activities/donor partners forums that will generate income and encourage private sector engagement in support of UNICEF’s programmatic objectives.

2) Build and foster strong relationships with new private sector prospects and donors, ensuring existing private sector donors are stewarded appropriately, resulting in profitable long-term partnerships.

• Research, map, screen, actively identify prospective private sector partners and donors, building and maintaining a solid pipeline in accordance with UNICEF’s processes and criteria. Maintain and continuously update the private sector database for targeted, current and prospective donors and partners. Ensure that all relevant business intelligence data is available and up to date. Analyze donor data and results and identify opportunities to develop new activities.
• Establish and maintain new opportunities in different channels to meet the established KPI
• Meet, cultivate and negotiate with potential private sector partners (corporate, SMEs, foundations, and other partners), to secure new income streams and maximise long-term income in support of UNICEF’s programmatic objectives. By aligning corporate social responsibility priorities with UNICEF’s programmes, the incumbent will develop joint campaigns, sponsorship opportunities, and cause-related marketing initiatives
• Support the Representative in exploring new opportunities and maintaining the existing private sector partnerships
• Work closely with the Communication Specialist and programme teams to integrate fundraising components into advocacy, and communication campaigns Ensure that private sector partners are properly engaged and recognized in campaigns, and that fundraising messages are consistent with UNICEF’s brand and values.
• Provide effective account management, partnership recognition and ensure efficient reporting on the outcomes of all partnerships and fundraising.
Retaining and nurturing donors will be a key success factor. This position will ensure that every donor—across the channels—receives timely acknowledgment, transparent reporting, and meaningful engagement in accordance with UNICEF corporate policies. This stewardship will help build trust and encourage repeat giving.

3) Ensuring timely proposal, report writing and partner communication co-creation campaigns.

By working collaboratively and strategically with internal and external audiences:
• Develop funding/partnership proposals and other relevant materials (including presentations) for potential private sector donors by working with relevant programme teams, contributing technical inputs.
• The role involves close collaboration and partnership with the Communication and Programme especially when creating collaborative brand or communication strategies with new and existing partners to ensure cohesive messaging.
• The incumbent is also responsible for coordinating and implementing all KCO private sector fundraising plans and budgets
• Maintain communication with Regional Office and PFP in order to maximize potential of global or regional private sector partnerships. Jointly manage screenings and development of proposals with RO and PFP where and when needed . Keep up to date contact records to ensure efficiency and accuracy of partnership data and information.

4) Monitor and evaluate private sector fundraising activities as per agreed key performance indicators and metrics of success, including budget expenses:

• Track KPIs, analyze and report on results and provide actionable, data-driven recommendations to continuously improve private sector fundraising

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education: A university degree is required in one of the following fields: international relations, marketing, business administration, communications, international development, or another relevant field.
  • Work Experience: Five years of professional experience in one or more of the following areas is required: private sector resource mobilization, business administration, marketing and sales, external relations, customer relations / account management, or other relevant area.
  • Skills:

    • Strong knowledge of economy and private sector dynamics of Kazakhstan and central Asia.
    • Knowledge of current theories and practices in resource mobilization, corporate fundraising, foundation and major donor engagement.
    • Strong communications and presentation skills, verbal and written.
    • Strong networking and negotiation skills.
    • Strong Marketing knowledge and skills.
    • Familiarity with Human Rights approach.
    • Ability to work in a multicultural environment and establish harmonious working relationships, both within and outside the organization.
    • Advanced knowledge of private sector fundraising and partnership building strategies.
    • Ability to conduct analysis, map private sector landscape and dynamics, analyze financial data and conduct sound value proposition.

  • Language Requirements: Fluency in Kazakh, English and Russian is required.
