Head of Section, Project Control (temporary contract)
Due to business needs Gazprom Neft is looking for Head of Section, Project Control for international oil & gas project in Kurdistan (North part of Iraq)

Обязанности:

• Provide project controls management, including baseline schedule development and management, performance status and reporting, baseline change control, risk management, earned value management guidance and tools.
• Lead Project Services functions during all stages of the project, which includes schedule review/analysis and monitoring, schedule delay and risk analysis, schedule forecast, cost/budget forecast, cost/budget trending, estimating, management of change process, procurement, expediting and materials management, invoicing process, project documentation and project reporting.
• Manage cost engineering and budget control activities, including cost estimation, monitoring and control and forecasting and ensure alignment of stakeholders on cost and schedule.
• Coordinate with the Finance Department to ensure timely processing and execution of all accounting and finance related activities for the project, with special attention to budget and invoice payments.
• Responsible for Annual Budget submission, control limits on Authorization for Expenditure (AFE), Budget revision and Supplementary Budgets for the assigned project.
• Responsible for producing deviation reports and corrective action.
• Provide guidance in the development and maintenance of all primary project services control documents, including Contracts log, Change Order Register, Trend Register, Cost Report, Project Master Schedule and Risk Register.
• Support tendering activities (including tender preparation, pre-qualification, bid evaluation and award) for any additional project contracts tendering and award process with reference to project planning, scheduling, budget control, cost estimating, controlling and reporting.
• Developing project planning, budgeting, change management, cost control, cost estimating, reporting, and forecasting for assigned projects.
• Analyse, trend, and communicate progress information to project personnel through the use of dashboards, specifically utilizing Power BI
• Communicate proactively with the project team, stakeholders, and project leadership all issues and variances which may influence the project outcome.
• Understanding of contractual language and ensure the project is contract and corporate compliant. Maintain compliance with all applicable policies, procedures, and company standards
• Performing risk analysis based on risk register and duration uncertainty (PERT) as and when necessary

• Bachelor Engineering degree or equivalent. Master degree would be an advantage.
• Holder of Project Management Professional (PMP) Certification.
• Minimum 10 years of experience in international oil and gas projects, in project control area.
• Expert in planning and scheduling of large complex projects. Working knowledge of Critical Path Method.
• Cost Engineering and quantity surveying skills.
• Budgeting skills.
• Working Knowledge of Earned Value Management System.
• Experienced in the implementation of industry best practices and Company' s systems, processes and standards.
• Experienced in supporting development of project execution strategies, engineering and project management processes and project execution plans.
• Extensive skills in management, effective communication, conflict resolution and presentation ability.
• Fluent English language (reading, speaking and writing).
• Strong competency in Primavera P6, P6 Analytics, Primavera Risk Analysis SAP, 1C, Power BI Software.

• Working schedule - rotation (28 days off/28 days on).
• Accommodation during the working shift in GPN Base Camp (Kurdistan).
• Temporary contract (1 year) with possible prolongation.
• Compensation package is discussed with candidate individually.
