2. Job purpose:

The Plant Manager will lead the site-based team and be responsible for the safe, efficient, and compliant operation and maintenance of the entire 500MW wind power facility. This includes full scope asset operations, WTG performance monitoring (in coordination with OEM), and Balance of Plant (BoP) maintenance managed by MSTS. The role requires interfacing with the SPV, government regulators, and environmental bodies to ensure all contractual, operational, safety, and compliance requirements are met.

4. Key responsibilities:

  • Operational Management:
  • •Manage daily operations of the wind farm, ensuring high availability of wind turbines and Balance of Plant infrastructure.
  • •Lead the site operations team to achieve performance targets related to turbine availability, grid compliance, and reactive power management.
  • •Oversee the operational health of the 33kV underground cable network spanning approximately 300 kilometers, and ensure the smooth functionality substations.
  • •Monitor SCADA (Supervisory Control and Data Acquisition) and CMS (Condition Monitoring System) in real-time to diagnose faults, track performance anomalies, and identify predictive maintenance opportunities.
  • •Ensure effective coordination and compliance with OEM, the Long-Term Service Agreement (LTSA) contractor, for wind turbine operation, scheduled inspections, retrofit implementation, and troubleshooting support.
  • Maintenance Oversight
  • •Develop, implement, and oversee preventive maintenance schedules for all Balance of Plant (BoP) systems, including substations, switchgears, cabling, fire suppression systems, transformers, and remote monitoring equipment.
  • •Ensure the execution of corrective maintenance activities in a timely manner to reduce downtime and avoid recurring failures, coordinating cross-functional teams and subcontractors when necessary.
  • •Monitor the availability of critical spare parts, tools, lubricants, safety gear, and other consumables by maintaining an optimized inventory system in collaboration with the procurement department.
  • •Enforce the use of a Computerized Maintenance Management System (CMMS) to plan, issue, and track work orders, assign tasks, close out completed jobs, and generate maintenance analytics.
  • •Define and monitor Key Performance Indicators (KPIs) related to equipment uptime, mean time to repair (MTTR), mean time between failures (MTBF), spare utilization, and maintenance backlog.
  • •Lead root cause analysis sessions for major equipment failures and ensure implementation of corrective actions to prevent recurrence.
  • Regulatory & Compliance
  • •Serve as primary contact for local environmental agencies.
  • •Ensure compliance with Grid Code, environmental permits, lender requirements.
  • •Coordinate environmental programs such as Identiflight, biodiversity monitoring, noise, and avian/bat monitoring.

Support Quality Health and Safety Environment (QHSE) Activities:

  • •Participate in QHSE initiatives and compliance activities.
  • •Implement site-specific HSE policies and ensure team compliance.
  • •Conduct safety drills, audits, and regular toolbox talks.
  • •Ensure hazardous waste is handled, stored, and disposed in accordance with local regulations
  • Stakeholder Management
  • •Act as the site liaison between MSTS, SPV, LTSA contractor, and government bodies.
  • •Facilitate audits, meetings, and reporting required under the O& M and Coordination Agreements.

Procurement & Inventory:

  • •Approve site-level purchases, track deliveries, and maintain vendor relationships.
  • •Ensure timely availability of spare parts and consumables without overstocking.
  • Reporting & Documentation:
  • •Submit Daily/Monthly performance reports to MSTS HQ and SPV.
  • •Maintain site logs, maintenance records, permits, and SOPs.
  • •Prepare for and support audits by lenders, environmental agencies etc.
  • Team Leadership:
  • •Lead, mentor, and schedule a team of Engineers, technicians and support staff.
  • •Conduct performance evaluations and provide technical training.
  • •Ensure sufficient staffing coverage for 24/7 operation.
  • Compliance with Information Security Policies & Procedures:
  • •Follow SPVs and MSTS information security policies and procedures.
  • •Protect sensitive plant operational data and technical documentation.
  • •Report security incidents or potential vulnerabilities to the appropriate personnel.

  • External Communication:
  • •Original Equipment Manufacturers (OEMs) and Service Providers
  • •Independent Engineering Consultants and Auditors
  • •Regulatory and Government Authorities (Energy, Environment, etc.)
  • •Local Utility Companies (Grid Operator, Transmission Authority)
  • •Contractors and Subcontractors (BoP, Civil, Electrical, etc.)
  • •Community Stakeholders.

6. JOB RELEVANT INFORMATION (BOUNDARIES & DECISION-MAKING AUTHORITY)

  • •Ensure compliance with plant safety and operational procedures.
  • •Report issues to the MSTS Lead O& M for resolution.
  • •Support plant-wide maintenance activities as part of a multi-skilled workforce.

7. QUALIFICATIONS, EXPERIENCE, & SKILLS

  • •Bachelor’s degree in electrical, Mechanical, or Renewable Energy Engineering (master’s preferred).
  • •Minimum 10 to 12 years in wind energy O& M, including at least 5 years in leadership capacity.
  • •Familiarity with WTG, BoP components, SCADA, and substation systems.
  • •Working knowledge of Uzbek and international regulatory standards
  • •Strong leadership, communication, and stakeholder coordination skills.
  • •Fluency in English knowledge of Uzbek preferred.
