Wood (trading locally as WOOD KSS LLP) is currently recruiting for HSSE & Quality Manager with extensive experience in operations and maintenance within the oil and gas industry.

Responsibilities:

• provides development and functioning of HSSEQ system in the company
• provides methodical guidance and uniform HSSEQ procedures in all company departments
• organizes and exercises control over compliance with HSSEQ procedures, codes and standards, orders and resolutions of higher authorities, prescriptions of state control and supervisory authorities
• gives instructions to the heads of departments (functions) to remedy revealed violations of HSSEQ procedures and codes, as well as deficiencies in work organization
• takes part in investigation of workplace incidents, develops preventive measures
• takes part in development of HSSEQ regulatory legal acts (procedures, instructions and standards) and implements them in the organization departments
• monitors compliance with HSSEQ legislative and other regulatory legal acts by departments, efforts to prevent of work-related injuries, work-related and occupational diseases, measures to create safe and healthy work conditions in the organization, provision of benefits and compensations for work conditions to the employees
• distributes workload among the department staff and exercises general control over proper performance of job duties
• controls observance of operational and office discipline by the department staff
• assigns tasks to the department staff based on priorities and scope of tasks to be performed
• controls timely performance of tasks assigned to the department
• ensure the implementation of the Company’s HSSEQ policies, procedures and practices, in line with Wood Core Values
• to act as the focal point for all HSSEQ issues that promote health safety security environment and quality awareness with all LLP personnel and SUB-Contractors, working in the Republic of Kazakhstan
• HSSEQ Leader for all operations in RoK
• ensure compliance with RoK HSSEQ legislation
• ensure that all client and company HSSEQ polices and permit requirements are implemented
• providing advice and guidance on HSSEQ matter to all LLP Operations
• monitoring the implementation of the permit-to-work system to check that only authorized work is being carried out
• actively promote safety at the Work sites
• contributing to use of the HEART card system, and providing on-the-job safety coaching
• coaching and develop local Sub-Contractors and HSSEQ Staff to acquire the required standard of competencies
• carrying out audits and review of Sub-Contractors and other third parties
• HSSEQ performance reporting (internal) for monthly corporate reports
• development and delivery of HSSEQ Improvement Plans
• participating and contributing to Bids and Proposals
• assisting with incident investigation as needed
• promoting periodic meetings will all those on site responsible for safety
• ensuring that all equipment used on site complies with the HSSEQ rules
• maintaining all necessary records and input environmental and incident information into the LLP system
• monitor, coordinate and manage Epid situation at site to protect LLP employees
• engage with suppliers with a view to learn and share best practices for the benefit of all parties involve
• contribute to the Company’s HSSEQ committee and any other corporate duties as required
• assist in the mentoring progress of more junior team members
• take reasonable care of your own health and safety and of others who may be affected by your actions
• identify opportunities for improvement in HSSEQ and notify the relevant department
• ensure corporate / project HSSEQ initiatives, are delivered (i.e. STA cards, (or client equivalents) etc.) and all fully encourage to participate

Quality:

• responsible for identifying, documenting and tracking any quality issues
• the Corporate Quality Manager will have primary responsibility for the LLP Quality Management System, Quality Planning, Audits, Quality Improvement
• to ensure that LLP operations deliver a quality product and service, complies with national standards and codes
• management of all aspects of Quality (including focused roles such as Continuous Improvement) across the breadth of their respective organisation and the services we provide
• identification and regular engagement key stakeholders to promote quality management and gathering feedback on performance
• management of and regular engagement with their quality teams ensuring competence assurance, objective setting and performance appraisal and sharing of best practice
• effective planning and allocation of resources (including people and budgets) enabling delivery of agreed objectives and deliverables
• driving the Wood Business Management System (BMS) across their organisation ensuring that’s its application is effective and that compliance with the system is routinely monitored, assessed and improved as necessary. Facilitate external BMS certification as appropriate
• ensuring consistent and effective implementation of Quality supporting systems across their organisation (eg NCR, Progressive learning and Customer satisfaction systems)
• supporting tenders and proposal activities for their organisation
• planning and execution of risk based assurance plans including the escalation of significant findings to senior leaders
• monitoring and analysis of delivery performance data, regularly reporting themes and trends to senior leaders and undertaking intervention as required
• gathering and acting upon customer feedback ensuring action is taken to maintain and improve customer satisfaction
• promote the awareness of quality principles and concepts, promoting the review and challenge of working practices and methods to enhance performance
• resolving Quality issues with appropriate parties / departments
• planning and reporting results of Quality activities
• planning and executing internal quality audits, health checks to ensure compliance with LLP procedures
• assist with incident investigations, reviewing incident reports and ensuring that any relevant correct/preventive actions are implemented
• effectively using and maintaining the Wood ATRAC database (Planning and managing system)
• recording and reporting performance information (KPIs)
• assist in the maintenance, documentation and deployment of the LLP quality Management System (BMS – Business Management System), continually improve the Management System for the Company
• monitor Projects engineering team to ensure they are adhering to Wood corporate procedures
• maintain a quality calendar of all quality related deliverables, meetings, reports and preparation for any significant events (e.g. LRQA annual surveillance, Management System review, and etc)
• review, develop and issue LLP Quality procedures and documentation
• evaluate potential vendor’s quality capabilities prior to contract award
• interface with appointed independent verification authority as required
• liaise with the Client / Project Quality Representative as appropriate.

Requirements:

• higher (technical) education
• work experience in the respective position no less than 10 year
• working knowledge of Regulatory Compliance Analysis HSSEQ System Development & Implementation, HSSEQ Management System Audits, HSSEQ Compliance Assessments, Training & Presentation Skills
• knowledge of HSSEQ standards and legal requirements
• experience of working in and managing a Quality and HSSE Management system
• supervisory or direct management experience of more junior staff members is required
• proficient in the use of Microsoft office
• excellent communication skills
• excellent planning and organisational skills
• confident self-starter who can work independently
• knowledge of internal and external audits and third party certification audits practices.
• must demonstrate a working knowledge of management techniques, department procedures and requirements.
